In this chapter, we summarise the policy background and obligations of the Notification of changes authorisation condition.
Details
We expect that, over time, authorised persons and their heat networks may undergo changes, including to:
- technical and organisational characteristics
- the types of consumers they supply
In our 2024 authorisation and regulatory oversight consultation and 2025 decision, we confirmed our policy to require authorised persons to notify us of certain changes they have made in relation to an authorised heat network, referred to as ‘material changes’.
This will enable us to identify where the authorised person’s obligations under the authorisation conditions may change. We may ask for information or evidence to confirm compliance with any authorisation conditions that have taken effect.
This authorisation condition will not be included in the set of requirements coming into effect from January 2026. The requirement to notify us of material changes will be contingent on the delivery of functionality to support the notification process within our digital service for heat networks regulation.
