Overview
We are consulting on our minded-to decisions on the first application window of the long duration electricity storage (LDES) cap and floor scheme.
We welcome views on our minded-to decisions and the reasoning set out, including:
- the proposed portfolio of projects we are minded-to support
- our assessment approach, including capacity limits and regime requests

Who should respond
We would like views from anyone with an interest in long duration electricity storage in Great Britain (England, Scotland and Wales).
This includes:
- project developers and investors
- electricity system and network operators
- energy suppliers and generators
- industry experts, analysts and consultants

Background
The LDES cap and floor scheme has been introduced to support investment in long duration storage technologies. These are expected to play an important role in maintaining system reliability, reducing costs, and integrating renewable generation.
Window 1 is the first application of this scheme. We have assessed eligible LDES projects in the Project Assessment (PA) stage. This uses our published Multi Criteria Assessment (MCA) framework, which combines:
- cost assessment
- system modelling

economic, financial and strategic assessments
This enables us to identify the portfolio that we consider offers the best value for consumers.

The purpose of this consultation is to highlight material issues with our minded-to decisions, supported by appropriate evidence. Materially new or updated project information from participating projects should not be included in responses.

We would like feedback on whether:
- the proposed project portfolio represents the best outcome for consumers
- the evidence and assessment approach have been applied appropriately
- the capacity limit and overall scale of deployment are appropriate
