Alongside our proposals for lower standing charge tariffs, a cost allocation and recovery review is underway. This looks at how energy costs should be distributed and paid for by customers in the long term. Our work on standing charges is designed to be a short-term measure until the recommendations are available from the cost allocation and recovery review.

We recognise that many consumer concerns about standing charges are related to wider affordability problems. We have submitted proposals for a debt relief scheme for people struggling with bills as a result of the energy crisis.

If we decide to go ahead with the new lower standing charge tariffs, we expect these to appear in the domestic energy market from early 2026.
