Outlines who can access lower standing charge tariffs and what the minimum consumption requirements are.

Details

We want to make lower standing charge tariffs available for all payment types, and for consumers on both smart and traditional meters. This aims to increase choice without consumers having to change their current payment method.

We are also proposing that suppliers:

  • calculate the minimum level of consumption based on what an average customer would have used over 90 days in a primary residence
  • limit eligibility for these tariffs to prevent the most severe under recovery risks by excluding vacant or largely vacant households
  • have discretion to assess whether or not a consumer meets the minimum consumption level
