Heat networks regulation: regular data reporting guidance

We consulted on the proposed data reporting guidance for heat networks. We asked for views and feedback on:
- the regularly reported data points and their description
- the feasibility of requiring backdated data to April 2026
- any further comments to improve the guidance

We received 31 responses from a range of stakeholders including:
- energy network operators
- energy suppliers
- local authorities
- metering and billing providers
- property management companies
- social housing providers
- trade associations
We have reviewed responses and considered stakeholder views. In general, stakeholders were supportive of the guidance and provided comments for improvement. We received the most feedback on our approach to backdating and the individual data points.
Our decision document provides a summary of responses to each consultation question and our accompanying responses and policy proposals.
We did
We have made changes to the final data reporting guidance to reflect stakeholder feedback. The guidance has been updated which includes an expanded glossary and more detailed data descriptions for further clarity. We have updated our instructions on backdating data following a change to our approach.
We have published an updated guidance document alongside this decision document.

Overview
We are consulting on data reporting guidance for heat networks.
This consultation follows our authorisation and regulatory oversight consultation, published on 7 November 2024. We analysed the responses to this consultation published our decision on 8 August 2025.
We are now seeking views on this draft guidance to support heat network suppliers and operators to submit data to us. We will use this data to help us monitor their performance. The guidance provides:
- details of the data that must be reported to Ofgem
- the segments who must report data
- the reporting periods and timings for submission
We would like views from people with an interest in heat networks and particularly welcome responses from:
- heat network operators
- heat network suppliers
- energy service companies
- housing providers
- consumer groups
- asset owners
- metering and billing agents
- trade associations
We would also welcome responses from other stakeholders and the public.
